James W. Wells - President

James W. Wells is President of Environmental Solutions Group, a consultant firm specializing in environmental regulatory and policy issues, including problem-solving strategies to address pesticide and agricultural chemicals product registration and defense, water and air quality, Proposition 65, and other regulatory and legislative issues. Mr. Wells has 31years of experience with pesticide-related issues, both in government and in private practice.

Prior to forming Environmental Solutions Group, Mr. Wells served as a Senior Managing Regulatory Consultant with Exponent, an international environmental consulting firm, Senior Vice President in charge of Novigen Sciences, Inc. Western Office and a Vice President in the consulting firm of Jellinek, Schwartz and Connelly. He also served for eight years as the first Director of the California Department of Pesticide Regulation (CDPR) in the California Environmental Protection Agency (CAL-EPA). Before the formation of CAL-EPA in 1991, Mr. Wells held a series of leadership positions in the Pesticide Division of the California Department of Food and Agriculture (CDFA) over a span of 18 years. In his 26 years of service with CDFA and CAL-EPA, Mr. Wells worked closely with every segment of the agricultural industry in California.

Mr. Wells has been involved recently with science policy-setting initiatives at the state, federal and international levels. Recently, Mr. Wells has been the consultant to a workgroup coordinating with CDPR and California Air Resources Board (CARB) in drafting a State Implementation Plan (SIP) for the reduction of emissions of volatile organic compounds resulting from pesticide applications. He also serves as a member of the Methyl Bromide Technical Options Committee (MBTOC) of the Montreal Protocol since 1993. The committee is charged with identifying feasible alternatives to the use of methyl bromide on crops and for structural and post-harvest fumigation worldwide. Mr. Wells has served on the California Governor's Environmental Policy Council as wells as EPA's Children's Health Protection Advisory Commitee, Food Safety Advisory Committee for the Food Quality Protection Act, and Worker Protection Advisory Committee for the Federal Worker Protection Standard. Mr. Wells is a past president of the Association of American Pest Control Officials.
